About Dr Sok Siphana

Dr Sok Siphana is one of Cambodia’s most distinguished statesmen, a politician, diplomat, legal scholar, and reformist whose career has spanned decades of transformative change in the country. Since August 2023, he has served as Senior Minister in charge of Special Missions (Multilateral Trade and Economic Affairs) in the Royal Government of Cambodia’s 7th mandate. In this pivotal role, he advises on international trade, economic diplomacy, and legal modernization at the highest level.

In addition, Dr Siphana holds several strategic leadership positions, including First Vice-Chair of the Council for Legal Reform, Chairman of the Trade Policy Advisory Board, and Chair of the Committee on the Promotion of Resolutions of Private Sector Issues, a body operating directly under the Prime Minister’s Cabinet.

What makes his journey truly remarkable, however, is its origin. A survivor of the Khmer Rouge era, Dr Siphana has risen from the shadows of Cambodia’s most harrowing period to become one of its most trusted voices on global trade, legal reform, and multilateral engagement. His early role as a chief negotiator during Cambodia’s accession to the World Trade Organization (WTO) marked him as a trailblazer in integrating Cambodia into the global economy.
